photo app doesn't allow you to take a single frame from a video

It is stunning that the Photo application, that used to allow you to capture a frame from a video as a still frame with one click, now no longer allows that. Instead you have to go through a multi-step process involving opening other apps. This is a commonly used function. Does anybody know if Apple is going to bring it back in Photos? Or how to complain to the company directly about this?

I don't think Photos could ever do this. It was a part of iPhoto.
