my new phone is stuck on a screen with a blue cloud thing and says waiting for other iphone and it won't go back so i can try to connect it again

Force restart your iPhone, and then start the transfer process again. To force restart press and quickly release the volume up button, press and quickly release the volume down button, then press and hold the side button.
