it charge by 5volts, but the ac charger if made by apple works with from 110volt AC to 230volt AC a plug converter may be required if one goes to a country that use a different physical plug
As long as the USB charging adapter can handle 220V then yes. The battery pack only cares about the voltage coming out of the charger which will always be 5V if it's a USB charger
