Can't click some buttons in popup, dialog and system preference

I upgraded macOS system to version: 12.4 (21F79)

Can't click "OK" button on App request access permission dialog:

Can't click buttons in System Preference Security tab:

Can't click the left-side file bookmark or the "save" file button or anywhere in the Chrome/Firefox/Safari web browser save file popup window.

Actually I restarted system once before I post this question. It does not work.

Now I restarted the second time. The problem gone.
