Yes. The Apple ID is your account that holds access to the subscriptions included in Apple One.
That would be like asking if you need a card key to access a gym you are subscribed to, or if you need an account with your bank to store money there.
Same deal. The Apple ID is the account identifies you to Apple as being part of 1, the Family sharing Group, and 2, having access to said subscriptions.
