Google Chrome on my Macbook updated itself and now all my bookmarks and history files are gone. Can I restore the old app from timemachine? Would appreciate the steps if possible.

I abandoned chrome a one time ago, but it never deleted any bookmarks when it updated. That would be self destructive and in the long run chase people away from chrome.
Has anything else been going on with your Mac? Performance issues, spontaneous shutdowns, kernel panics. ... just anything that might be a clue.

Thanks for the help. I realized that I used Chrome without signing to Google so the bookmark is in the guest profile. Once I signed in, the bookmarks in the guest profile was hidden.
I do not have other problems with Mac other than Safari is slowing down due to accessing new webpage needs to wait few second sometimes, annoying). One thing I notice is that Chrome after update needs a profile to sign in, since I have more than one, not sure if this is why it messes up.
Chrome is a memory hog. For that reason, and others, I don't use Chrome on any device.
Did the site referenced shed any light on your problem?
