Why do I need to pay .99 a month for iCloud with 50 GB storage PLUS 1.99/month for more storage?

Four years ago I needed more storage for photos. I purchased iCloud+ with 50 GB storage.

Now, computer tells me I need more storage. So I added $!.99 / month thinking that would replace the .99. But it hasn't, it is a total of $3.00 / month now. How do I contact Apple to resolve this?
