IMHO, I have not found that upgrades of Mac OS resulted in increased RAM requirements. If you have 8-16 GBs of RAM, you should be good to go. That recommendation has been good for the last 10 years or so. With the current situation of most new Macs not having upgradable RAM, it pays to purchase as much as you can for future comfort.
Personally, as of 8 years ago, I would not buy any Mac with less than 16 GBs of RAM.

Check back when macOS Ventura is released later this year.
If considering a new MacBook Air or MacBook Pro order, I’d not suggest anything less than 16 GB—and potentially well more memory than that, depending on your particular mix of applications.
Image and video tools, and virtual machines, and some other sorts of apps really like memory, too.
Check the recommended configurations for the apps you plan to use, if those have requirements or recommendations available.
Also configure for memory and internal storage needs for five or so years out or whatever your expected lifetime of the Mac, as internal upgrades are not an option for Minshara-class, err, for M-class Macs.
Judging from the past releases of macOS, it'll stay the same.
But that's just a guess based on history alone, which I would think is a pretty good guide. But then maybe not, we'll just have to wait and see for sure.
Well we don't speculate on this forums so we don't know for sure until the official system requirements are out.
That question would be best asked Directly to Apple as only they have any ideas especially since it is still in Development

I think a good estimate is around 8gigs of ram or more
