Do you have Wi-Fi calling enabled? If you do try turning it off.
MMS is an extension of SMS and can only use cellular data, because it is a carrier feature, and your carrier doesn’t know anything about your Wi-Fi connection.
But you shouldn’t have to turn off Wi-Fi if you have cellular data turned on.
Have you tried without turning off Wi-Fi?
Unlike SMS, MMS requires a cellular data connection.
Yes, I had wifi and cellular data on and it failed to send: "! Not delivered"; I asked for help; this is one thing they told me.

Well, that did something. It still failed, but the progress bar stopped at 90% instead of 40%.
