I’m paying for extra storage on a phone that I no longer have, so how can I stop being charged for that phone and start paying for extra storage for this one?

The iCloud+ should work with all of your compatible Apple devices, like a new iPhone. Make sure you’re signed into the same Apple ID and you should be able to backup, restore and sync through iCloud.
