It's possible that not all the music on your old iPhone was actually downloaded. Also, check to make sure that you don't have lossless versions of the music downloaded on your new iPhone. You can see more about this here:

Just to confirm, when you see that the Apple Music is taking double the space, where are you looking? Do you subscribe to Apple Music?
Also, if you go to Settings > Music, is Sync Library enabled on each device? On this same page, what does it show for Downloaded Music for each device?
Have you tried to power off and restart each device? We know this sounds like a simple step, but sometimes a fresh restart can correct unusual behavior that pops up.

That could be possible if optimize music storage is enable. You could check that in Settings > Music > Optimize Storage. See more on that here: How to check the storage on your iPhone, iPad, and iPod touch - Apple Support

We would need to know more information. Are both iPhones running the same iOS software? Have you downloaded any new songs or music from other sources on your new device?
Go to Music and check to see if you have any duplicates. Delete them by Album or song to reduce storage size quickly.

My old phone was a iPhone 7 and my new one is a iPhone 13 both of the phones are on ios 15.4 and when I looked I didn’t see duplicates on both of the phones it also says I have the same amount of songs downloaded and that they are downloaded at the same quality.
I’m looking in Settings>General>iPhone storage on my iPhone 7 it says 15.66 GB and on the 13 it says 38.95 GB
Would it be possible that my iPhone 7 offloaded some songs so that they weren’t actually downloaded?
Thank you that’s probably the reason because on my old iPhone I never had cellular and sometimes when I would try to play “download songs” it would never work.
