iOS 15.5: Can no longer hide App Store app?

My son's iPad has just updated to iOS 15.5. The Content & Privacy Restrictions setting still remain as:

iTunes & App Store Purchases > Purchases Not Allowed

But the App Store app is no longer hidden. Has this changed or am I doing something wrong? Our son has autism and it's not ideal for him to be able to browse apps on the App Store -- he still cannot purchase without a password, but the App Store creates unnecessary temptation. If this is a change, then it's a massive retrograde step IMO. I'm hoping there's something I'm missing.

I just tested this on an iPad running iPadOS 15.5

I went to Settings > Screen Time > Content & Privacy Restrictions > iTunes and App Store > and changed Installing Apps to Don't Allow. The App Store app disappeared.

This was on my own iPad, not a child's.
