If the language you want it not listed for use, then you can always recommend it to Apple. Apple won't get back to you directly, but the more feedback they receive on this, the more they will know what their customers prefer and how to meet their needs.

in the Romania App store.. Then provide Product Feedback

Doesn't look adequate to try & use this country app store access point.

More of a headache or time waste; unless somehow it's been improved.
