I keep getting message not delivered when sending text messages but they have been received. I believe it is because the recipients don’t have iPhones and it is trying to send them as iMessages. How can I stop the message failed notification in this instance? I have just updated to iPhone 13 and didn’t have the same problem with my older iPhone.

Settings>Messages>Send as SMS = ON (when done, restart your iPhone).
If you enabled that option (AND if your traffic plan with your carrier supports SMS), you should be OK.
