Is there a way to determine the amount of battery charge cycles on an apple watch?

There is no official way to check the battle cycles of an Apple Watch. Perhaps only by going to an authorized reseller/retailer or an Apple Store.
However, you can check your Apple Watch's battery health by going to Settings > Battery > Battery Health on your Apple Watch.
