Scribble requires a supported iPad and Apple Pencil, and the pencil can be used directly without selecting a button to start writing. handwrite your text into the input field you want filled, using Apple Pencil. It’ll get converted automatically.

If a button is missing somewhere (not sure which button you’re missing), see if an iPad restart fixes things.
