Is the iPad disabled or Activation Locked? If so, without the assistance of the owner of the AppleID account that was last used to successfully activate the iPad, the iPad is useless to you. Any attempt to reset the iPad will be met with an Activation Lock.
Here are the Apple support pages that outline the Activation Lock - and the only mechanisms by which it can be turned off:
Activation Lock for iPhone, iPad, and iPod touch - Apple Support
Turn off Activation Lock – Apple Support
As you will discover, unless you are the owner of the AppleID that was last used to activate the device, you’ll not be able to defeat or bypass the Activation Lock. With documentary evidence that you are the original owner (such as sales receipt showing the serial number), Apple may be prepared to assist - otherwise they and nobody here will be able to help you.
Here is what Apple suggests when acquiring a previously used iPad:
Check for Activation Lock before you buy a device from someone else
Before you buy an iPhone, iPad, or iPod touch, from someone other than Apple or an authorized Apple reseller, make sure that the device is erased and no longer linked to the previous owner’s account. Follow these steps to check if the device is ready to use:
You will know that a device is ready for you to use when you're asked to "Set up your iPhone," “Set up your iPad," or “Set up your iPod” the first time you turn it on.

Ask your friend if he/you can contact the previous owner, or you'll get activation lock error.
What is activation lock? It's an anti-theft measure, AND if you don't know/cannot remember the old Apple ID & Password (even using these instructions:--> If you forgot your Apple ID email address or phone number - Apple Support or these:--> If you forgot your Apple ID password - Apple Support ) neither we, just users like you, nor Apple can help you, sorry, unless you are the original owner and you still have the proof of purchase (receipt/invoice reporting your device’s IMEI or Serial Number). Should be this case, start your request using this link: https://al-support.apple.com/#/additional-support
Shouldn’t be this case, activation lock can be removed only by the previous owner, with the credentials that were used to activate that iPhone/iPad. Without those credentials, that device is useless to you.

Only the owner of the iCloud account that was used to lock it can remove the activation lock.
Ask your 'friend' to unlock it. If they can't or won't, it's useless.
