Perhaps this should be posted in a different forum but... As new pictures are added to the "Photos Library.photoslibrary" on my iMac new backups on iDrive or Time Machine need to be made. Does the new backup just involve the newly added pictures or is the entire library re-backedup? Doing the entire large library would be very inefficient and potentially take many hours each time.

Yes, but if the "Photos Library.photoslibrary" is considered to be a single file, will the whole thing be backed up? In Finder it looks like a single file but I'm hoping that's just a display trick and the pictures inside it are still being treated as individual files inside it.
I agree. Adding a few pictures to Photos is backed up by TimeMachine very quickly. No problem.
But I have had a TimeMachine go bad. You should copy the PhotosLibarary to a completely different hard drive from time to time. Just In Case.
Yes it is just a display trick, there are multiple internal folders that will store the photos.
Therefore incremental backup will work.
Time Machine makes incremental backups; just the changed items.
iCloud syncs pictures as needed, not the entire library at one time.
