“Why” is because there is an issue with payments on your account, so Apple disabled the account to get your attention. But you would like to know how to fix it; you can’t fix this yourself, yo need to contact a live person in Apple support to resolve the issue, as explained in this link→Your account has been disabled in the App Store and iTunes
