Why isn’t my iPad syncing with my phone?

In what way are you expecting the two devices to sync? If you mean via iCloud, then the appropriate switches have to be turned on in the iCloud settings on both devices. Settings>Your Name>iCloud. Are the switches turned on for those settings? Is that what you are trying to do?

I cannot synchronize notes on my iPad and iPhone although the iCloud synch in switched on on both devices
