Error: Your Apple ID is not eligible to use this application at this time
1: If you are already a participant in the Apple Developer program, you will need to discuss this with Apple Developer Support directly.
2: If you are not registered with the Apple Developer program, register with the developer program on either the free or the paid tier, a d try again.
3: If step two fails, see step one.
