The Apple support says yes, but it doesn't seem to. I asked a few friends with macs to try it, and they confirm that spotlight does not appear to work in safe mode. Are apple support techs wrong, or are we doing something wrong?
Note, we all have M1 macs, not intel, so I cant test this.

I don't have an M1 mac, but as I understand it, you can still boot them in Safe Mode, although the method is different.
Instead of pressing Shift, press and hold the power button until you are presented with booting options.
