Are you running macOS Monterey...(?) you never say what macOS...

if in doubt use your Spotlight Search... Command Spacebar

Sadly, no.

For a MacBook Pro, Monterey requires at least a 2015 model.

I have two in my home, a 2013 and a 2014, used by my daughter and my wife, and they all can only go up to Big Sur.

The Shortcuts app is only available with macOS Monterey and later.
