How to remove Activation Lock on MacBook Air?

How do go about having an activation lock remove, so I can use the device, I got proof of purchase that i purchase from government website, (Mecklenburg Police Department) Not sure how they came to have possession of the device, but they were able to sell to me, and I would like to use to use it, I was told with proof of purchase I can have the activation remove and a fresh OS will be install, not today I heard that might be impossible, so I don't understand why not, since I do have the proof of purchase that is needed for this
