Ripped CDs - This song is not currently available in your country or region

I know this has been asked a thousand times. But it's still an issue even with an iPhone 13 Pro running iOS 15.5. However, I found something "new" (at least I haven't found anyone else adding this data point). The issue on my iPhone is with songs from ripped CDs (I don't have any purchased music from Apple Music) randomly throwing the dreaded "This song is not currently available in your country or region" error. When it happens, it's usually the entire CD, but not always. However, I don't think I've ever seen it happen with a single song on a CD. And when it happens, a resync, reset warnings, etc. etc. will temporarily "fix" the issue, but it's pretty much guaranteed to return. I ripped all my music to iTunes for Windows and sync from there.

So here's what I think may be a new data point. When this issue occurs on my iPhone, I can then check it on my iPad Pro (WiFi only), and the exact same songs throw the same error. I have "Show Apple Music" disabled on both devices. When it occurs, the songs in question play just fine on iTunes. I go through all the steps with my iPhone (resync multiple times, reset warnings, etc.), then the songs play on my iPhone. They do not magically start playing on my iPad until I do the same. Then they do.

So here's what I don't know. Did those particular songs play fine on the last sync and then stop playing? I have about 20,000 songs in my library, and I don't think I've ever noticed the same songs on my iPhone throwing the error over time. It seems purely random. And with a library that big, I can't tell you how many songs throw the error once I notice the first one. Today, it was the majority (but not all) of the songs on Beck's Sea Change and Odelay CDs. But the exact same songs on both my iPad and iPhone.

Could this be a syncing issue? Certainly it's not a random corrupted sync issue since the exact same songs throw the error on an iPhone that syncs over Lightning and iPad that syncs over USB-C. It also rules out the bitrot on the device theory. And the songs are not corrupted on my PC either as they play fine in iTunes, then I go through the resync steps and they then play fine on my devices as well.

Clearly, as this as been an issue for many years, Apple isn't going to fix it. We're on our own here.

I'm white hot livid furious to discover songs I purchased on CD and ripped to a Music library won't play on the iPod Touch 7 I just bought for exactly this purpose (yes I know iPods have been discontinued. This post isn't about that.)

The songs in question play fine in the Music app on my OSX desktop (Big Sur 11.6.2.) But the problem I have isn't the same as yours - some of the tracks on a given album are fine but some show "unavailable in your country." So the issue isn't confined to entire albums but this in some ways is even more frustrating.

The one wild card I can think of is that the folder where my music library is stored is on a remote access NAS device. But my husband uses the same setup and has been playing the same albums I'm now having trouble with, on his own iPods for years. Some of the tracks were originally ripped into iTunes years ago so maybe the issue is conversion from the old technology.

When you say "resync, reset warnings" what do you mean exactly? TIA for any info. I have trouble imagining how exactly Apple believes it ought to have the right to insert itself into music I bought on CDs more than a decade ago and am playing for my own home enjoyment.
