You can't, only the person who's account it is connected to can unlock it. Turn it in to the police, it is not yours.

Find my iPhone I had to Turn off Find My iPhone to restore my Phone. It is now missing and I didn't have a chance to turn it back on. Is there any way to turn it back on from my Mac or iCloud ? Thanks
