Using bits and pieces from the links you both sent, I was able to produce an Apple Music Library that had all my playlists and songs. Unfortunately, the links were broken to all the songs.


So I deleted all the songs from the Library, leaving all the playlists intact.

Then I Imported all the songs into Music Library from a complete Media folder I had made earlier, and after that the songs properly repopulated the matching Playlists!


A few items didn't come back, but I can fix those very easily.
