managing a family group without an apple device

How can I manage a family group without an apple device? When I set it up I had an old Iphone. I no longer do.

You cannot. You require an Apple device to be a Family Organizer and completely manage Family Sharing settings. No way around it.

You can in a limited fashion use the Apple Music App for Android to Manage Family Sharing when you are subbed to the Apple Music Family Plan: link-> Use Family Sharing with Apple Music on Android - Apple Support
