Looks like dead pixels to me. If it is, there are several "home remedies" (search the web) but I've never had one work.
If it is a dead pixel, you either live with it or get the screen replaced, Generally, sellers have a warranty policy based on number of dead and where it's located. The last I dealt with had to have a minimum of three and they had to be within something like five inches of screen dead center.

Assuming it's not on the exterior glass, it appears to be a contaminant, a piece of debris, or perhaps an insect.

About Spots on a Screen:
Are you using a Privacy Filter? If so, that may be debris on it. Use a microfiber close to clean a Privacy Filter.
