The message that you describe is an Apple System Alert that is expected if you sign-in to some Apple services from a new/different device or browser.
If you see this alert and you, yourself, have not just signed-in to an Apple App or service - and you have any cause for concern - you should immediately change your AppleID Password.

That is a legitimate message from Apple. Whether you need to do something about it depends on whether you did sign on a new iPhone recently with the same Apple ID. (The word "new" can also mean "recently installed or updated" besides literally new to you.)
