If this is a third-party (paid) app that is failing, contact the app vendor support.
Contact a third-party vendor - Apple Support
Failing that, contact Apple Support and request a refund.
Request a refund for apps or content that you bought from Apple - Apple Support
If you are referring to the Apple Watch ECG app (which is free), are you located in a country or region where that app is supported? Outside of those areas, the Apple ECG app and ECG monitoring is not available.
Take an ECG with the ECG app on Apple Watch - Apple Support
