If you accidentally deleted any of the Apple default Apps that can be deleted, they are available to be re-downloaded from the App Store. So open the App Store, search for Apple, or Notes or Apple Notes and you’ll find it there to download and reinstall.

And if you didn’t accidentally delete Notes, but do have either Screen Time or Focus enabled, disable that, and check again.
