MacOS TV app bug, or Apple TV bug?

Dying here after wasting an hour on the phone with Apple support only to be told what sounds like total bunk (that the TV app reformats downloaded movie content based on the hard drive formatting option).

My problem: I want to buy and download 4k/Atmos content, and play it over Wifi from my iMac to my AppleTV (so we don't have to waste streaming over and over for the same title).

What I'm seeing: it looks like I can only STREAM 4k/atmos content, since movies show on iMac and Apple TV as "4k/atmos" everywhere BUT my connected iMac library of downloaded movies - which only show as "HD".

Does Apple not allow users to download "4k/atmos" content when we download the movie to a local hard drive? If so, WHY??

That is correct. Downloaded titles are not in 4K, but in HD 1080p max. 4K content is streaming-only.

Find movies with 4K, HDR, Dolby Vision, or Dolby Atmos in the Apple TV app - Apple Support

You can download a copy of an HD movie to your iPhone, iPad, iPod touch, Mac, or PC, but you can't download a 4K version. You might be able to download Dolby Vision and HDR versions to your iOS, iPadOS, and macOS devices.

No one here in this user-to-user forum can answer "why" Apple does or does not do something. However, you can at least let Apple know what you'd like to see here:
