How to download a latest iPad mini 2 version
How do I update my iPad mini 2 if it’s unable to switch on iCloud. Its unable to read a sim card too and I lost the dialing number table together with the phone book.

You cannot update an iPad mini 2 past iOS 12.5.5 as it only has 1GB RAM and all subsequent versions of iOS require a device with 2GB - or more. If you wish to update apps and/or download new ones, you will need to replace your iPad with one which is capable of running iOS - now known as iPadOS - 15. It is a nearly 9-year-old device and Apple can't support antiquated devices forever.
