When I go to my Apple ID screen there is a “Sign Out” block on the bottom. I was told by Apple not to sign out each time I quit my iPad/iPhone. Correct? If I do sign out, do I use my Apple ID and Apple ID password?

Signing out means you can no longer use Find My since a device must be signed into an iCloud account for that. Your device also would no longer be under activation lock, and iCloud automatic backups cannot occur. If you use messages, notes, contacts or calendars in iCloud, that device may get out of sync with your other devices.
Every time you sign back in you’ll also need another trusted device or trusted telephone number to get a 2 factor authentication code.
There is absolutely no need to sign out, and several reasons not to. So I sign out then and erase it.

I suggest you never sign out. There isn't any need to and in a worst case scenario you could lose some of your data.
