No, Apple does not perform that kind of service; you might try an authorized repair place, but I don't know if they would do it and it might turn out to be expensive. You need to clean it and treat it with care - after all, they are expensive.

How exactly would you define "dirty"? Id there "inappropriate" data on there, per se'?

Cleaning an Install:

If you men that there is dirty content on it, and you want to rid of it all, then take it in, requesting assistance. If this were me, I'd restore my iPhone form a backup that I created that does not hove these installations. All would be fine after the restoration.
