When I got locked out of my phone then when I got in with my password why now that I did everything why I have to get a Sim card

When you get when you get locked out of my iPhone and then I put in my password it was locked and then I got back in with my password or why now I need a Sim card because my phone does not ring after I put all my information in so what up with that,
