Someone stolen my receipt to my iPhone plus with the phone number and my Apple email or iCloud information and And obviously they using it in some kind of way for the games that I play that gives different cords and for Amazon and other different places on online well let people know in so many ways and they still do the thing they dose

If you are not the owner and do not have the Apple ID and Password then there is no way that you can get into this iPhone unless the original owner shares the Apple ID and password with you. If you are lucky you can get into this iPhone if they (owner) accidentally remove the device from their Apple ID.
