IPhone 13 touch screen irresponsive when plugged in to charge

Hello ,

My iPhone 13 is lagging and not responsive when plugged in to charge .

I saw the same issue in the community that the charger and usb cable may be the problem . But are they both the problem ? Not only the charger ? Or the usb cable ?
