gmail gear icon on ipad

I have no gear icon on my ipad in gmail. Where everyone says the gear icon is in the top right corner, I have a photo of me. (first photo). When I click on it I get the 2nd photo.

All my emails in my gmail account filter to both “important” and archive. I am trying to stop both from happening.

The reason is you are using the gmail app.

If instead you simply use Safari to visit http://www.gmail.com/, you would see the gear.
