Issue with default monitor refresh rate on MBP 13" M1

I have a Macbook Pro M1 13" and when I connect a new monitor, the screen is well detected but remains black. The default refresh is set to 75hz and I have to change it to 60hz to make it work.

I tried on several full hd monitors in hdmi and usbc from different brands but same behavior. I'm on the last version of Mac OS Monterey.

The 60hz refresh rate is specified in the Macbook Pro technical specs. So why the 75hz refresh rate (which is not working) is configured by default?

Is there a way to force the default refresh rate to 60hz?

Thank you

MacBook Pro 13″, macOS 12.4
