Sim Lock

i talked to the Verizon the service that locked my phone. They said we dont lock phones but it only works on their carrier. Its an unlocked iphone off of Perpay i contacted them to ans they also told me to go to verizon in person. so i did and they didnt help me they told me to come to apple and see if they can unlock it.
