Is there a way to passcode lock the ability to delete a VPN? (Not turn the VPN off)

Apple currently has rather easy to exploit loopholes for most screen time and accountability apps which use VPNs to monitor device activity. Several popular accountability apps paired with screen time can prevent you from turning the VPN off, but nothing can prevent you from deleting the VPN altogether, which renders the whole device monitoring ineffective.
