Spend balance to change region

I need to change my Country on my Apple ID but it says I need to first spend my store credit of $0.5 before I can do this. How do I spend 0.5 $ as it is not even enough to purchase an app?

Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, ask the iTunes Store staff to zero it.
