Turn on Settings/Cellular/Personal Hotspot. Note that it must be provisioned on your account with your carrier.

Yes, that usually works. It’s my pc, it does not see my iPhone to choose from. Not recognizing usb. USB and iPhone connect, and accessing hotspot. Lots of sensitive twitching on and off.

Got any ideas?
