I don't want to have every song automatically populate my song queue

I can't effectively use the "play next" and "play last" features on Apple Music because it populates the queue with every song in the current playlist, so the "play last" feature just moves a song to the end for some reason. "Play next" pushes songs down the queue rather than add them in order.

Am I seriously misunderstanding how the queue works or is Apple Music just this dumb?
