Are the AirPods 3rd gen considered in-ear or on-ear?

I have a question about 3rd gen AirPods. Are they considered in-ear or on-ear?

In ear. AirPods Max would be on ear. However the AirPods 3 do not enter your ear canal like AirPods Pro do and therefore do not seal as tight.
