when i delete an app off my iphone and try to reinstall it from app store it comes from the cloud

just went to IOS 15.5 and my credit card app goes blank when I try to open it. Called and they said to delete app n reinstall. When I go to app store it just wants to download app from the cloud. After I do, App works fine, however if I log out and then go back after over an hour I get the blank screen again. I've deleted it and reinstalled several times and and restarted my phone and app is is always coming from the cloud. I have icloud back up turned off and app is not on my icloud drive. I want to download the latest from the company from the app store and the cloud is preventing me from doing it. I also have app updates turned on in settings. What am I missing?

How come when I download new apps it gives me the GET symbol to download it whereas in this case I get a cloud with an arrow pointing down? In either case after it's downloaded I get the OPEN symbol in the app and an icon appears on one of my screens.

Ok thanks that helps me understand it now. Not sure why this app worked perfect for 1.5 years and then all of a sudden after I manually installed IOS 15.5 this trouble started. Prior to this update I was running an IOS 14.? version. My Ebay app started acting up also after 15.5 where it would open and then shut down after 5 seconds but after a day it fixed itself without me doing anything. This credit card app has given me these problems since I installed 15.5 last week. I have no problems accessing my account through my browser or after I reinstall it. Credit card company tech support told me to call Apple so I'm stuck in a do loop.

I am having the same problem with my UVERSE app since installing IOS15.5. I have deleted the app and re installed and I have not been able too use in months. Spoke with AT & T for hours with their support team and no one can has solved the problem. This is very frustrating. I got a message that the app needed to be updated which should have happened overnight. Has this app been reported as having problems since the new IOS15.5 upgrade.
