app stuck on purchased

I’ve been trying to download this app for a while but when i pressed the cloud icon to download it on my new phone, it loads for a bit then goes back to the cloud icon. so i went to my purchased in the app store and hid it, thinking it would reset whatever’s wrong. now when i try to download it it’s stuck on “purchased” but doesn’t download. this only happens to apps that i had on my old phone but didn’t redownload, so basically all of the apps with the cloud icon, except for the ones that i had on this phone, then deleted
