App Store and iTunes will not accept my Apple ID
What happens when you try? What are you seeing on the screen? If you see an error, what is the exact text of the error?
If you are seeing anything with "disabled" in it, see this, If your Apple ID is locked or disabled - Apple Support
I figured it out, I had not provided a payment method, which is required whether the app is free or not.
It is saying my apple ID has not been used in the app store, to review and try again.
This continues to loop
Use the contact Apple Support link in the support document I provided you to get that straightened out.
